Places of Rayong is true - but not much better to live in Thailand, in my opinion - I think that most foreigners there are for work not by choice.
Chiang Mai is popular with foreigners, the unique Lanna culture. This is a much more focused on ships. More vegetarian restaurants, more crunchy granola style - lots of activities for expatriates --
If you decide on a beach - it Rayong much better - not so toxic
